NCR-Based Counsel for Careers, Clearances, and Reputations

Warr Legal represents servicemembers (active duty, National Guard, and Reserve) and federal civilian employees at Fort Belvoir, Marine Corps Base Quantico, the Pentagon, Joint Base Myer–Henderson Hall, Joint Base Andrews, and installations across Virginia, Maryland, the District of Columbia, and North Carolina, and in military and federal matters nationwide.

Robert Warr is a retired Army Colonel with more than 30 years of military service, including over 20 years as an Army Judge Advocate. His senior assignments included leadership and advisory roles involving litigation, employment matters, military justice, investigations, and organizational legal risk. He has represented senior leaders as well as servicemembers and civilian employees across ranks and grades in matters where professional consequences can be substantial.

From Woodbridge, Virginia, Warr Legal is positioned in the National Capital Region near the Pentagon, National Guard Bureau, and major military and federal organizations while serving eligible clients in military and federal forums beyond Virginia.

Inspector General and Command Investigations

An investigation can affect promotion, retention, clearance eligibility, reputation, and future employment long before any formal adverse action occurs. Warr Legal assists clients in understanding the process, preparing for interviews, responding to allegations, reviewing investigative materials, and developing a strategy for the administrative consequences that may follow.

When the facts are in dispute, Warr Legal can also bring in its own defense investigator to independently re-examine the evidence, locate and interview witnesses, and identify gaps in the government’s investigation.

Adverse Administrative Actions

Warr Legal advises and represents clients responding to reprimands, relief actions, referred evaluations, elimination or separation actions, and other adverse administrative measures. Effective representation often requires addressing not only the immediate allegation but also the record that future decision-makers will review.

Security Clearance Matters

The firm assists clients with security-clearance concerns, including responses to adverse information and Statements of Reasons, and with preparing a clear factual and documentary presentation for the applicable process. The precise forum and procedural options depend on the client’s agency, status, and case.

Administrative Separation and Boards

Warr Legal represents eligible servicemembers in administrative separation and officer board proceedings, including preparation of documentary submissions, witness strategy, hearing preparation, and advocacy concerning retention and characterization issues.

Nonjudicial Punishment and Military Justice

Representation may include advice and advocacy in nonjudicial-punishment matters and court-martial proceedings where the firm is authorized to appear. Early consultation can be important because decisions made during an investigation or initial response can affect later proceedings.

Federal Employee Matters

For federal civilian employees, the firm can evaluate investigations and adverse administrative matters within the limits of the applicable forum and governing rules. Where another specialist or jurisdiction is required, Warr Legal can help identify the issue and coordinate appropriate support.
